Q: Due to the Hydro Quebec mandatory requirement for active anti-ice systems, some models of wind turbine offered for 2026 COD are not qualified for the tender. Anti-ice systems are often developed after turbines are fully operational and therefore there can be a time delay in those systems coming to market for some of the turbines currently considered. Would Hydro Quebec allow an update to PSSE models now that the deadline has passed in order to allow older variants of turbines which have anti-ice systems qualified?

A: In accordance with the provisions of the call for tenders, the modeling of the proposed technologies must be transmitted no later than the date indicated in Section 3.1 of the Call for Tenders Document. The Distributor does not accept any modification to the model already transmitted by a bidder. That said, the Distributor invites you to read the answers to questions 85 and 86.
