Would the Distributor consider the sale of a given wind turbine component manufactured in a permanent establishment located in Quebec and exported outside the province eligible to be considered for determining the Quebec content in order to compensate for the import from outside Quebec of similar wind turbine component to be used for the wind farm on an exchange basis?
