Q. With reference to section 1.6.1 of the bid form, it is understood that wind turbine must be equipped with blade de-icing. It is also understood that a number of otherwise suitable turbine platforms do not have blade de-icing systems available from the OEM. That being said, if an OEM has conducted their due diligence on a third-party blade de-icing solution, and have concluded that such de-icing solution is suitable to their platform while not affecting the OEM warranty, would Hydro Quebec be amenable to this third-party blade de-icing solution?

A. Hydro-Québec accepts wind turbines equipped with a blade de-icing system produced by third-party manufacturers under the following conditions: the de-icing system must
- be commercially available and have been in commercial operation on at least one wind farm;
- be approved and accepted by the wind turbine manufacturer;
- not affect the warranties of the wind turbines;
- be connected to the SCADA systems to provide the data required in Appendix V of the standard-contract.
The bidder must provide with its bid the technical documentation describing the de-icing system as well as a confirmation from the wind turbine manufacturer of its acceptance of the de-icing system from the third-party manufacturer.
The Distributor will make this clarification for the de-icing system in a future addendum.
R. Hydro-Québec accepte les éoliennes équipées d'un système de dégivrage des pales produit par des fabricants tiers aux conditions suivantes : le système de dégivrage doit
- être disponible commercialement et avoir été en exploitation commerciale sur au moins un parc éolien ;
- être approuvé et accepté par le fabricant d'éoliennes ;
-ne pas affecter les garanties des éoliennes ;
- être connecté aux systèmes SCADA pour fournir les données requises à l'annexe V du contrat-type.
Le soumissionnaire doit fournir avec sa soumission la documentation technique décrivant le système de dégivrage ainsi qu'une confirmation du fabricant d'éoliennes de son acceptation du système de dégivrage du fabricant tiers.
Le Distributeur apportera cette précision pour le système de dégivrage dans un prochain addenda.
