Q. With respect to the PSS/E models that are uploaded via the Hydro Quebec Secure Exchange link (in particular uploaded by the Manufacturer/OEM, not Tenderer):

To some extent the models contain details regarding the manufacturer's competitive "knowhow" that would confidential in nature. Is there an opportunity for the OEM/Manufacturers to execute an NDA directly with Hydro Quebec (if one currently does not exist)? Otherwise, is it Hydro Quebec's preference to simply protect the confidential nature of these PSS/E models and ensure these PSS/E models are not shared with 3-parties (thus inadvertently falling in the hands of an OEM competitor or accidently made public)?

A. Hydro-Quebec will not sign any non-disclosure agreements (NDA) with manufacturers/OEM regarding the use of PSS/E models for their equipment which may be offered in this Call for tenders. However, any information, including PSS/E models, will be treated as confidential by Hydro-Quebec, as any others technical information submitted during the current call for tenders process.

R. Hydro-Québec ne signera aucune entente de confidentialité avec les fabricants/OEM concernant l'utilisation des modèles PSS/E pour leurs équipements qui pourraient être offerts dans cet appel d'offres. Cependant, toute information, y compris les modèles PSS/E, sera traitée de manière confidentielle par Hydro-Québec, comme toute autre information technique soumise lors du processus d'appel d'offres en cours.
