Q. In reference to the deadline date for submittal of the model, shall the equipment manufacturer provide a single standard model to HQ or does each bidder/registrant need to submit its own model according to the project (e.g. HQ may receive several identical PSSE models from multiple registrants for the same OEM WTG model.)?

A. By the date set in Article 3.1 of the amended Call for Tenders document, the modeling of the production technologies may be transmitted by the manufacturer or the tenderer. In the event that a manufacturer transmits information concerning the modeling of production technologies, the tenderer must still explicitly associate his project with the models submitted by the manufacturer before March 16, 2022 (to avoid any ambiguous situation between the stakeholders). It should be noted that it is the bidder who has the ultimate responsibility for ensuring that the information provided concerning the modeling of the electrical behavior of the proposed production technologies is complete, duly validated, and compatible with his project through the manufacturers concerned and the engineers commissioned by the tenderer. For example, if specific parameters of the technology or other components are required for a bidder, then they must be transmitted by the bidder or its technical representative.
R. Pour la date fixée à l'article 3.1 du document amendé d’Appel d’offres, la modélisation des technologies de production peut être transmise par le manufacturier ou le soumissionnaire. Dans le cas où un manufacturier transmet l’information concernant la modélisation des technologies de production, le soumissionnaire doit tout de même explicitement associer son projet aux modèles déposés par le manufacturier avant le 16 mars 2022 (pour éviter toute situation ambiguë entre les parties prenantes) . À noter que c’est le soumissionnaire qui a la responsabilité ultime de s’assurer que les informations fournies concernant la modélisation du comportement électrique des technologies de production proposées sont complètes, dûment validées et compatibles avec son projet par l’entremise des manufacturiers concernés et les ingénieurs mandatés par le soumissionnaire. Par exemple, si des paramètres particuliers de la technologie ou autres composantes sont nécessaires pour un soumissionnaire, alors ils doivent être transmis par le soumissionnaire ou son représentant technique.
